NSD Funding - Revenue
NSD receives an allocation of funds annually from the Scottish Government to commission national specialist services, and some elements of national screening programmes, based on sums agreed for each individual service at the time of designation, and uplifted annually by the standard NHS Scotland annual uplifts.
In addition, NHS Boards allocate funds to NSD to form a national funding pool to pay for very high cost medicines and the costs of specialised treatments provided in England for residents of Scotland.
The total expenditure on national services in 2009/10 was £154.4 million.
The costs of specialist services are high and NSD needs to plan services, in partnership with NHS Boards, to meet the costs of additional patient need and service developments within the baseline funding made available by the Government and NHS Boards. NSD has delegated authority to shift money from one service to another to keep expenditure within the baseline.
NSD Funding - Capital
NSD is allocated capital funding by the Scottish Government for the maintenance and replacement of the national fleet of mobile breast screening units; and for the replacement of equipment wholly used in designated national services and from time to time for the procurement of software to support screening programmes. NHS Boards provide and upkeep the facilities required for specilaist and screening services such as the hospitals, theatres, wards and imaging equipment needed by orther services as well as the national specialist services.
